By removing insurance you aren't adding 'risk'. After all, while I'm not guaranteed a kill, or good drops, I AM guaranteed to lose my ship and sec-status. If Concord was escapable, then we'd have a way of introducting risk to the equation. Imagine a system where - the longer you stick around attacking a hi-sec target, the greater chance Concord would show up and 'bust you', but if you GTFO quickly enough you can 'escape the cops'. NOW we have some 'risk' in play, but nobody seems to be calling for a Concord nerf in the interest of creating 'risk'. That is because all they want to do is 'impose a cost'.
Now lets look at 'costs'. Even now, WITH insurance, destroying a T2-fit Hulk is not really profitable for the ganker. T2 Hulk drops are worth, at best 5-10 Million. Stacked up against the cost of a 30-50M BC/BS+fittings - there is NO possible way to profit by blasting an Exhumer. Sure, some do it for lulz, but removing insurance would simply make Hulk ganking an extremely rare, expensive hobby.
Yes, the miner stands to lose an expensive ship - but there ARE alternatives. Tanking is effective if done properly. Hulks can be tanked between 25-30 EHP. Overheating, ECM drones, staying aligned at awake at the keyboard (rather than watching TV or reading forums) massively increases your chances. And that is while STILL having a full set of 3 T2 Strip Miners.
And nowhere is it written that you HAVE to fly a Hulk - the Covetor is cheap, fully insurable, and is quite respectable as a miner. Heck, the poor Covs are woefully underutilized, due to their skill requirements being identical to the Hulk for some reason.
1) You don't need a BS to take out a tanked hulk. We tested it just to be safe after seeing a few 4 man (differing racial) cruiser gank squads. My friend has max tanking skills and it's about 4-6 seconds in a hulk vs 4 T1 cruisers or 6 cats. We'll forget about the idiocy of trying to omni-tank.
2) Covetors suck if you don't have a hauling alt. Not only that belt rats can threaten them in some of them in .5 space even. We won't go into the fact that the bonuses on the mack make it the only ship worth mining ice in. (I'm assuming 100% refines)
3) I'll take your "escape the cops" idea but you'll have to agree to a gate lockdown for X time (consider that the high pursuit phase, with concorde trying to probe you down) and let concorde start podding pirates / gankers. At least then you get clone replacement costs. Right now there is NO risk. Gankers lose an insured, cheaply fit, ship with minimal ammo (most I've picked up is 20 rounds total from a 5 man cat squad) / modules being carried (usually just a point, some t1 damage mods, and t1 guns) and zoom off if they're blinky. Oh and they're 95%-105% insured, even including the fittings, so you can make money just getting blown up. That's before salvaging with the alt...
4) I've seen a couple of macrominers buy it, but with 4-6 seconds to live, nobody escapes unless they managed to warp off before the gankers got there, even pre-aligned.
5) ECM drones and overheating are worthless. You're because you're dead before you can target and stick drones. Besides they're only counting on 2-4 shots from each cruiser.
